Supporting the next phase of city-building through resilience, AI and engineering excellence
Arup welcomes the HKSAR Government’s First Five-Year Plan for Economic and Social Development (2026–2030) and the 2026 Policy Address. The Plan establishes a long-term framework for Hong Kong’s future and reaffirms the strategic role of the Northern Metropolis as a platform that brings together innovation, talent and industry, supporting the creation of a new generation of future-ready urban environments.
As the Northern Metropolis enters a new phase, the progressive implementation of innovation districts, university towns, transport infrastructure and new communities presents opportunities to shape a more connected, resilient and liveable city. The scale and diversity of these developments will require closer integration across planning, infrastructure, public services and economic activity.
The Plan also incorporates resilience considerations into major development initiatives. As climate risks and extreme weather events become increasingly complex, we believe the application of AI-enabled systems to strengthen flood management, disaster preparedness and infrastructure resilience can enhance the city’s adaptability and help safeguard daily life. At the same time, the wider adoption of AI can improve the efficiency of urban management and enhance the overall city experience.
In addition, we also welcome measures that promote mutual recognition of professional qualifications across the Greater Bay Area and strengthen alignment between Hong Kong’s engineering standards, management practices and regional development. As a built environment consultancy with deep roots in Hong Kong and international experience, Arup believes these initiatives will encourage greater professional exchange and knowledge sharing, helping to enhance project quality and delivery outcomes.
