Hong Kong • 6 July 2026 – Since its launch in 2024, the Smart Site Safety System (4S) Labelling Scheme has seen participation from over 800 construction sites, with the aim of promoting the wider adoption of 4S and strengthen construction safety through technology. To further reinforce site safety, the Construction Industry Council (CIC) has now established a dedicated Special Surprise Inspection Team (Special Team). In addition to routine inspections, this Special Team will conduct special surprise inspections at all construction sites that have been awarded a 4S Label, starting from today, with a particular focus on sites involving high-risk operations.
During these special surprise inspections, the Special Team will verify whether the Smart Site Safety System equipment or software has been properly installed and is functioning as intended. Should any site be found to have failed to properly implement or utilise the system, its 4S Label will be revoked immediately. In the event of serious incidents, the Special Team will take immediate follow-up actions and conduct a site inspection.
Construction safety is a cornerstone of industry development. The CIC urges the industry to uphold the principle that ‘site safety is everyone’s responsibility’, remain vigilant at all times, conduct ongoing dynamic risk assessments, and strengthen the application of technology to improve risk management in construction sites. The CIC will continue to maintain stringent supervision over the 4S Labelling Scheme, and the industry should take concrete actions to enhance site safety, and prevent accidents before they occur.
